In addition to these, there are about 230,000 sports facilities, many of which are school physical educational facilities. Non-school sports facilities account for 27.4 percent and university/college facilities make up 4.2 percent. The Monbushō also maintains a number of national facilities for social education, such as the National Science Museum, National Olympics Memorial Youth Center, national youth houses, national children’s centers, and the National Women’s Educational Center.14

In order to ensure that the Monbushō’s social education policies are carried out effectively, “social education personnel” are placed in the appropriate sites. These include social education officers appointed by local boards of education, officers working at citizens’ public halls, librarians, public museum curators, and “leaders for social education organizations,” such as PTAs, youth organizations, and women’s organizations (Table 6.2). The national government encourages and assists the in-service training of these personnel at the national, regional, and prefectural levels. In 1965, the National Training Institute of Social Education was established for in-service training.
